Here is the procedure on how to create a WinPE using a flash disk. Using
this method should accomplish what you are trying to achieve. Here is the
procedure on creating the bootable flash disk.
After you have created your x64 and/or x86 OPK image with mkimg you can
place the Windows Preinstallation Environment on a bootable USB flash drive.
Format the UFD disk with new OPK tool called formatufd.exe
Create folder called MININT on the formatted USB disk
Copy the contents of the previously created image of the OPK (created from
mkimg) to the USB flash drive, For example type:
xcopy "c:\Build64\AMD64\*.*" f:\Minint\*.* /s
Copy ntdetect.com to the root of the USB flash drive
Copy setupldr.bin to the root of the USB flash drive and rename as NTLDR
Copy your winbom.ini to the root directory

Now before you do this you'll have to create a custom WinPE. Once
completed, then you'll want to install the mass storage controller.
In your c:\winpe.tmp\i386\system32 directory, create a new folder named “MSD”
Copy the Mass Storage Controller driver files from the manufacturer disk to
the MSD folder we just created.
Using notepad open c:\winpe.tmp\i386\system32\winpeoem.sif
Uncomment the OemDriverParams section and enter MSD under the OemDriverDirs
parameter.
Example:
[OemDriverParams]
OemDriverRoot=""
OemDriverDirs=MSD
Once you do this, you'll not have to press F6 for the mass storage
controller during setup.
You'll have to modify your distribution OS to also have to driver available
during text mode setup. Otherwise, if you don't, you'll receive a stop error
